CGST vs. IGST in Freight Forwarding: How to Get It Right Every Time

This is the GST question that keeps freight accountants up at night. It should not be complicated once you understand the logic. Let us walk through exactly how to determine which tax applies, and why getting it wrong costs more than you think.
The rule is actually simple
Two scenarios. If supplier and recipient of a service are in the same state, apply CGST and SGST. If they are in different states, or if the transaction involves an international element, apply IGST at the combined rate. The complexity comes from applying it correctly across the different services a freight forwarder provides.
The three service types you need to map correctly
1. Freight charges (ocean and air) Ocean freight services are generally exempt from GST when the place of supply is outside India. But your forwarding fee — agency commission — is taxable, and the applicable rate depends on where your client is registered. Same state: CGST + SGST. Different state: IGST.
2. CHA services and customs documentation The place of supply for CHA services follows the general rule: the location of the recipient. Same state: CGST + SGST. Cross-state: IGST.
3. Local transportation and cartage Local cartage is taxable. The place of supply is typically the origin point. If your company and your client are in the same state, CGST + SGST applies.
What happens when you get it wrong
Filing CGST + SGST when IGST was applicable creates a mismatch in the GST return, triggering a notice and interest at 18 per cent per annum. Your client also cannot claim input tax credit on the incorrectly invoiced amount — you are directly costing your client money on every wrong invoice.
Key Takeaways
-
Same state supplier + recipient = CGST + SGST. Different state or international = IGST.
-
Wrong GST type triggers a mismatch notice, interest at 18% p.a., and penalties up to 10% of the invoice.
-
Automate the selection — platforms that auto-select based on party location eliminate this category of error entirely.
